If I have a site where some of my pages are optimized for similar keywords, is this a bad thing?

For instance, if I had pages optimized for each keyword phrase below:

Chicago Real Estate Brokers
St. Louis Real Estate Brokers
New York Real Estate Brokers

If the content of each page was unique, would google see those pages as being different enough to avoid any penalties?

The examples above aren't for a real site, I was just wondering in general if you have different pages with related content and the pages are optimized for similar keywords if that should be avoided or not.
