From my experience if you are going to use RSS Feeds to help with PR you must always be adding new content. The RSS Feed is an easy way for people to view updates and changes to your site. The user can bookmark and/or subscribe to your feed and be automatically notified of any updates and/or changes. The search engines and users like this option very much as it makes it so easy to keep track of there interests in your sites. I noticed some people said there results fluctuate on where they rank online once they start sending out their RSS Feeds. This is usually because once you send out your RSS it is going to get you ranking up but sense "they" are constantly crawling websites for updates this could also hurt your site if you are not constantly adding new content. The best way to take advantage of sending out your RSS Feed is to keep track of when you are and when you should be adding content to your page. This way when your site is crawled it will show what they want to see and will help you maintain a higher PR. If you do not update very often then you will not want to waste to much time sending out your RSS Feeds.
