I wouldn't worry too much about all the various theories about who you should or shouldn't link to. If there are valuable resources your users would find useful: link to them. If the resources aren't valuable or your users wouldn't be interested in them: don't link to them. Just follow those two guidelines & it'll all work out fine.

Outgoing links are part of how Google decides what your page and your site are about. So if you link out to good quality sites about the topic of your website, that's a good thing!
