Yes of course one has to ask for the admin's permission ,it doesn't work otherwise. In addition your rating can be higher depending also on the quality of the links to your page.
So if the respective links are worth mentioning and have good traffic I don't see why one shouldn't use them. Of course you mustn't abuse this feature because it can be annoying for the visitor.
