Ok, this is silly, but all I can think of is the Flight of the Conchords song with a twist:

"It's Twitter... It's Twitter Time!"
(hope someone else gets this besides Scott)

Ok, now that I'm done being lame: I don't really have a definite answer to, but from personal experience my timeline seems to be busiest in the late afternoon. I also used to see the "fail whale" more around that time.
